    "Reserves On the Move"


    West Traffic Division (WTD) is the support division for Operations-West Bureau (OWB) serving the Hollywood, Pacific, West LA, and Wilshire Patrol Divisions.

    Currently, WTD has a Reserve-Volunteer cadre of 35 sworn Reserves, Specialists, and Volunteers working together as a team for the common goal of serving the Department and community.

    The activities of the Cadre is coordinated by 2002 Department Reserve Coordinator of the Year recipient P2+2 Dan Gregg through his “platoon leaders”. Officer Gregg, a motor officer with the Department for 22 years works with the supervision of Sergeant I Frank Montelongo, and WTD Commanding Officer Captain II David E. Baca.

    On any given Saturday morning, one team of WTD Reserve Officers and Volunteers can be seen working a Vehicle Code Enforcement Detail in one OWB Division while another team is working a Pedestrian Crossing Safety Detail in an adjoining Division.

    Special Details in which WTD Reserves-Volunteers have participated or continue to work by Division are:
    • Hollywood Division: Multi-Agency Traffic Safety Task Forces, DUI/12500(a) Checkpoints, O&P Task Force, Ped Safety Detail.

    • Pacific Division: LAX JOC Command Post, Summer Dockweiler Beach Traffic Safety Detail, O&P Task Force, Ped Safety Detail.

    • West LA Division: Patrol Division Pedestrian Crossing Safety Details, O&P Task Force.

    • Wilshire Division: DUI/12500(a) Checkpoints, Community Relations Details, High Visibility Traffic Enforcement (Level I Reserves), O&P Task Force, Ped Safety Detail.

    • West Bureau: Child Safety Restraint Inspection/Installation. DUI/12500(a) Checkpoints.

    Primary Duty Assignments by Reserve-Volunteer Classification/Rank are:
    • Level I & II Reserves: Traffic Enforcement issuing Traffic Citations, Pedestrian Crossing Safety Enforcement, DUI Arrests, Special Task Forces for traffic safety problem areas.

    • Level III Reserves: Vehicle Code Enforcement, DUI/12500(a) Checkpoints, Pedestrian Crossing Safety Details, and Traffic Reserve (TF) Car investigating Class II collisions including interviewing parties/witnesses and writing reports. The TF Car Program is the first within the Department with a Level III Reserve trained to work this specialized detail. Additional Reserves are undergoing Collision Investigation Training for both TF Car and Counter Report use.

    • Specialist Reserves: DUI Checkpoints, Pedestrian Crossing Safety Details, Child Safety Restraint Certified Technician Training, Inspection and Installation Fairs, Collision Investigation Training, and SPAR/Counter Report Writing, traffic safety surveys, station administrative support, translation services, ACC and NECS computer operation and training, provide administrative support to the Reserve Coordinator.


    In 2003, WTD Reserve Officers and Volunteers working Vehicle Code Enforcement Activities were responsible for 1200 impounds, 1600 Traffic Violator Citations issued, and over 100 TF Car Traffic Collision Reports written. The Cadre worked well over 6500 hours during this period making WTD Reserves-Volunteers the most active Reserve-Volunteer Program within LAPD.

    Currently under consideration is a Pilot Program for a Reserve Motor Detail at WTD with 29 Level I Reserve Officers already on a candidate waiting list. If approved, this will be the first Motor Detail in the history of the LAPD Reserve Corps. Upon implementation, the Motor Detail's highly trained Level I’s will work unusual occurrences, light traffic enforcement, public events, where additional police presence is requested.
