It has been almost a year since I was assigned as the Department’s Reserve Coordinator. From early on, it became evident to me that many things were needed to support and help revitalize the Reserve Corps. After many meetings with reserve coordinators and reserve officers from throughout the City, we have established what I believe to be an excellent set of initiatives to improve the Corps and increase its size.

One of the initiatives involves better communication among management, reserve coordinators and members of the Reserve Corps. Hopefully, the creation of this newsletter, in conjunction with management structure meetings and my visits to reserve units will help resolve the concern. I think communication about important issues is better now, and will continue to improve in the coming months.

My visit to the various reserve units has really been a pleasurable experience. I have had the opportunity to meet some extraordinarily dedicated people who revere their service to the Department. Most of you are optimistic about the future of the Corps and I see it as my primary mission to provide the necessary support and direction to achieve the kind of improvement that we all expect. In an effort to grow the reserve program and spotlight the incredible work that Reserve Officers do everyday, Mayor James Hahn is scheduled to hold a press conference on May 14, 2004 at 0930 at Devonshire Division.

The mayor expected to discuss the new Level II rank and the many Reserve Initiatives under way. We encourage Level I & III officers to attend in Class 'A' uniform. Our goal is to have 40 officers standing behind the Mayor when he makes his remarks.

Recently, tactics and firearms training was provided for Level I Reserve Officers at the Elysian Park Academy. This training was offered to 80 reserve officers and demonstrates the Departments commitment to the program. While in-service training for full-time officers has been limited recently, the Department found the funding to offer these special classes to Level I Officers and the Reserve Foundation supported the effort by hosting a lunch.

  • In the mid-1990s, the south end of Newton Area was plagued with a high volume of illegal dumping violations, ranging from used tires to medical waste, prompting numerous citizens complaints to then-City Council member Rita D. Walters of the 9th District.

Ms. Walters asked for assistance from Newton Area and her request was referred to Jeff Churchill, the veteran Reserve Coordinator in Newton Area. Officer Churchill met with representatives from Ms. Walters’ office and then began to formulate a plan after consulting with the area Senior Lead Officers and the City Attorney’s Office to see how the problem could be reduced.
